No person shall swim, wade, or bathe in any waters under the jurisdiction, control, operation, or supervision of the Board or of its duly authorized agent, except at such times and in such places as the Board or its duly authorized agent may designate or maintain as swimming areas. No person shall bathe, wade, swim, or appear in any bathing area unless covered with a swimming suit.
