Because of the detriment to the general and economic welfare of the public; danger to health from vermin, insects, and rodents; and because of the danger to the safety of children who are attracted to them, disassembled, inoperable, or any junked, wrecked, or abandoned motor vehicles are declared to be nuisances, except if located in association with a duly authorized automobile sale or repair business, and, in no event, for longer than 30 consecutive days within any consecutive 12-month time frame.
