Whereas, because of their natural proclivities for injuring sidewalks and sending out numerous long, fibrous roots which frequently enter and obstruct sewers, it is declared to be a public nuisance for any person owning or controlling any real estate within the city to permit any Carolina Poplar, Lombard Poplar, Volga Poplar, or Silver Poplar tree to grow on his or her said premises or on the street or lawn on which his or her said real estate abuts, and which trees are within a distance of 150 feet of any improved sidewalk or any public sewer constructed by the city, either as a sanitary sewer or as a storm sewer.
