It shall be unlawful for any person, firm, or corporation to erect, maintain, or operate, or cause to be erected, maintained, or operated, any rendery or institution for the reduction of the bodies of dead animals to fertilizer at any point nearer than four miles from the corporate limits of the city, where the purpose of the institution is to collect at that point the bodies of dead animals from the surrounding territory, and not to reduce the garbage and dead animals of the city exclusively and as a sanitary measure under the control and supervision of the city.
