§ 73.03 APPLICATION FOR LICENSE PLATE.
   (A)   Application for a bicycle license plate from the city shall be made on a form provided by the city at the Police Department before each license plate is issued.
   (B)   The Police Department, or any member thereof, shall not issue a license for any bicycle when he or she knows or has reasonable ground to believe that the applicant is not the owner of or entitled to the possession of the bicycle.
   (C)   The Police Department shall keep a record of the number of each license, the date issued, the name and address of the person to whom issued, the number of the frame of the bicycle for which issued, and a record of all bicycle license fees collected.
   (D)   On the sale or other transfer of a licensed bicycle, the licensee shall remove the license plate and shall either surrender the same to the Police Department, or any member thereof, or may on proper application, but without payment of additional fee, have said plate assigned to another bicycle owned by the applicant.
