Effective upon passage of the ordinance contained in this section, it shall be the policy of the city that the Common Council be informed, in writing, by applicable department head and/or manager of any expenditure in excess of $500,000, as authorized by the City Board of Public Works and Safety, and the identity of the fund or funds from which said expenditures are to be paid and that said written notification become a part of the permanent official records for the city.
