§ 70.01 SCOPE.
   (A)   This title shall be known, cited as, and hereinafter referred to as the “Traffic Code of Greenfield” or “traffic code”.
   (B)   The provisions of the traffic code are intended to apply to all traffic and to all operators not specifically excepted.
   (C)   Every person riding, driving, or leading an animal or animals or push carts on a roadway shall be subject to the provisions of the traffic code applicable to the driver of a vehicle, except those provisions of the traffic code which, by their nature, can have no application.
   (D)   All provisions relative to the operation, parking, or movement of vehicles or animals, and to the movement of pedestrians, apply on all the public ways of the municipality, except as specifically limited.
   (E)   The provisions of the traffic code shall apply to the driver of any vehicle owned by or used in the service of the United States Government, this state, county, or city, and it shall be unlawful for any said driver to violate any of the provisions of the traffic code.
   (F)   The provisions of the traffic code shall in no way limit, alter, or otherwise affect the civil or criminal responsibility of any person under the laws of the state.
