(A) The Clerk-Treasurer is hereby directed and authorized to establish and maintain a special nonreverting fund entitled the “Health Reimbursement Account Nonreverting Fund”.
(B) On an annual basis, the Clerk-Treasurer shall transfer from the General Fund into the Health Reimbursement Account Nonreverting Fund, such amounts as are necessary to fully satisfy the maximum healthcare claim exposure of the city for the succeeding health policy period (the “claim exposure amount”). The determination and recommendation of such claim exposure amount shall be made by the Clerk-Treasurer.
(C) After being deposited, funds held in the Health Reimbursement Account Nonreverting Fund are to be disbursed to the city’s third-party health plan administrator in amounts equal to claims submitted to and approved by the Board in accordance with the standard claim process of the city.
