If based upon the initial report of the Mayor and the Water Utility Manager, the Board, in its sole and absolute discretion determines that an extreme water shortage exists, or is anticipated to exist, the Board may include within its declaration of need mandatory conservation measures limiting water usage to the following customer-types in the following manner.
(A) Residential customers shall be limited to 150 gallons per residential unit per day or an amount as approved by the Board at the advice of the Mayor and Water Utility Manager.
(B) Business, commercial, agricultural, and industrial customers shall be limited to the volume of water deemed to be essential.
