Water service to any customer may be discontinued for the following reasons:
(A) Wasting or improper use after it has been called to the customer’s attention;
(B) Refusal to pay bills within prescribed time;
(C) Interfering with, tampering with, or destroying any component of the water distribution system; and/or
(D) Installing or causing to be installed a cross-connection.
