There shall be and there are established for the use of the service rendered by the water utility the following rates and charges, based on the amount of water supplied during each monthly billing period:
(A) Metered rates per month.

(3) Automatic sprinkler system. Each customer employing automatic sprinklers for fire protection shall pay an annual fee per connection, in accordance with the following schedule:

(4) Exemption.
(a) Customers that have installed their own complete fire protection systems, including water storage facilities, and that do not utilize the city’s fire flow capabilities are exempt from the above fire protection charges.
(b) However, such customers must reimburse the city for any water provided by the city to fill the customers’ water storage facilities. The water charges shall be based upon the above metered usage schedule.
(D) Bulk water sales. Customers that purchase water in bulk from the city shall pay the following:

(E) Non-recurring charges. The following schedule of charges is hereby approved.

(F) Rates and charges outside corporate boundaries. Pursuant to I.C. 8-1.5-3-8.1(d), the above rates and charges for service to property located outside the corporate boundaries impose a rate or charge that is 14.5% higher than for service within the corporate boundaries.
(G) Fees. As of July 1, 2022, the minimum fee for a water main tap is $2,000. Fees will be assessed by size of the service line, as approved by the Board.
(H) Bowman Acres and Chapman Estates First Section - fee. In addition to the connection charges set forth in this section, all applicants for water service in Bowman Acres and Chapman Estates First Section shall pay a special connection charge of $2,159; provided, however, if the special connection charge is paid on or before July 1, 1992, then the connection fee set forth in divisions (B) or (C) above shall not be required.
(I) Hydrant meters.
(1) No person shall use or collect water from any public fire hydrant without a metering device with a back flow preventer as approved by the water utility.
(2) Hydrant meters may be installed on public fire hydrants at the discretion of the City Water Utility Manager when conditions warrant for the purpose of supply of water to any site. Such installation shall be supervised by the water utility.
(3) The deposit fee for hydrant meters shall be:
Hydrant meters over 1 inch | $200 |
Hydrant meters up to and including 1 inch | $75 |
(4) Customers who request water provided through a city-owned fire hydrant shall pay the following:
Hydrant meters over 1 inch | Daily fee of $24 plus the water consumed which shall be charged at the current schedule of water rates |
Hydrant meters up to and including 1 inch | Daily fee of $13 plus the water consumed, which shall be charged at the current schedule of water rates |
(5) A violation of this subchapter shall be subject to a fine up to $2,500 per violation.
