(A) No private, public, or government agency shall install or cause to have installed any new facility within two feet of the edge of any water main, service line, or valve.
(B) Any water mains, service lines, valves, meter pits, or other water structures that are damaged by any private, public, or government agency shall be charged a fine of $2,500 plus cost of labor, material, and equipment to repair water mains, service lines, valves, meter pits, or other water structures per occurrence.
