§ 52.028 CHARGES FOR INSPECTION FEES.
   (A)   Inspection fees. Any entity, or individual, requesting an inspection and/or testing of a public water main, any other portion of the distribution system, outside the regular business hours of the water utility, will be at the discretion of the Water Utility Manager. The party requesting said inspection shall be charged an applicable inspection fee. Inspection fees shall be calculated taking into account the following considerations.
      (1)   A sum equal to the inspector’s total hourly rate of pay, both regular and/or overtime if applicable, plus benefits, for all hours devoted to any aspect of the inspection process which fees shall be invoiced to the person, or entity, requesting the inspection and/or testing services, upon the completion thereof.
      (2)   The applicant shall pay an inspector’s vehicle charge in addition thereto at the rate of $40 per day for all or part of any day the inspector devotes to the inspection and/or testing of the subject infrastructure, which shall be invoiced to the person or entity requesting the inspection and/or testing services, upon completion thereof.
      (3)   Inspection and/or testing services requested to be conducted on a weekend or holiday shall be subject to the inspector’s availability and all such time applicable to the requested services by the inspectors shall be paid at the inspector’s overtime hourly rate, plus benefits, which shall be invoiced to the person, or entity, requesting the inspection and/or testing services upon the completion thereof. An exception to the charges set forth above, shall be for services described in division (A)(4) below.
      (4)   Any inspection and/or testing of an individual line requested to be done and which are performed on a weekend other than those inspections and/or testing set forth in division (A)(3) above shall be charged and invoiced at the rate of $150 for each trip to the inspection/testing site.
   (B)   Installation inspection. When deemed necessary by the Water Utility Manager, a designee of the water utility shall be on-site as an installation inspector to assure the water contractor’s adherence to the water utility specifications and installation requirements. The installation inspector shall remain on-site until such time as the installation inspector is satisfied that the water contractor is aware of, able, and committed to following the guidelines set forth in the city approved construction documents. Fees associated with services under this subchapter shall be invoiced in accordance with the provisions of § 52.029(A) and must be paid in full prior to inspection/testing of the portion of the distribution system providing water to the subject property.
