§ 52.002 WATER METERS.
   (A)   Location of installation. All residential water meters shall be installed outdoors in water meter pits in the location and manner as selected by the Water Utility Manager. Any prospective customer’s refusal to install a water meter in the Water Utility Manager’s proposed location, shall, in the sole and absolute discretion of the Board of Works, be sufficient reason to refuse water service until the prospective customer agrees to such location.
   (B)   Maintenance. The water utility shall maintain the area located between the public water main serving each property and four feet from the meter pit for each property. The water meter, water meter pit, and all components of the water distribution system are and shall remain property of the water utility.
   (C)   Non-residential structures. Meters serving newly constructed non-residential structures must be installed in an indoor location approved by the Water Utility Manager or Distribution Supervisor. Meters serving non-residential structures that are located in an exterior location must be relocated to an interior location approved by the Water Utility Manager or Distribution Supervisor upon the renovation of such non-residential structures.
   (D)   Installation specifications and requirements. It shall be the sole responsibility of the individual installing any water meter pit in the city to comply with the specifications and requirement maintained by the city’s water utility. Specifications for the installation and maintenance of any new water meter pits shall be set forth in standards maintained by the city’s water utility with such plans and specifications including the following minimum standards.
      (1)   The lids of new water meter pits shall be installed on an even grade with the ground around the location of such water meter pit.
      (2)   New water meter pits shall be located two feet from any new sidewalk or property line.
      (3)   No component of the water distribution system shall be located within or upon any portion of a driveway.
