§ 52.001 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AQUIFER. The underground geological formation receiving, storing, and transmitting water in amounts sufficient for the delivery of water to the water system.
   BOARD OF WORKS. The City Board of Public Works and Safety.
   CROSS CONNECTION. Any physical connection or arrangement between two otherwise separate systems, one of which contains potable water from the city water system, and the other containing water from a private water source or unknown water source, the safety of which cannot be determined due to the possible intrusion of steam, gases, chemicals, or other dangerous substances from the private water source into the city water system.
   CUSTOMER. Any person whose residence and/or business is connected to the water utility, whether legally or illegally. Failure of a person to pay for the water they receive from the water utility shall not otherwise prevent them from being classified as a customer.
   DISTRIBUTION SYSTEM. All distribution mains, valves, hydrants, service lines, meters, meter installation, and other appurtenances necessary to transport treated water from the point it exits a treatment facility to the point where it is delivered to a customer.
   DISTRIBUTION SUPERVISOR. The Distribution Supervisor of the Water Utility.
   FINISHED WATER. Water treated in a manner that it is suitable for human consumption.
   FIRE DEPARTMENT. The City Municipal Fire Department.
   HEALTH CARE PROVIDER. Any publicly recognized and licensed medical or other licensed health care establishment, including, but not limited to, hospitals, emergency medical centers, first-aid stations, doctor’s and dentist’s offices, and nursing homes.
   LAKE/RESERVOIR. Any natural or human-made basin or hollow on the earth’s surface in which water collects or is stored that cannot have a current or single-direction of flow.
   LOCAL PLANNING TEAM (LPT) FOR WELLHEAD PROTECTION. The Local Planning Team (LPT) formed for the purpose of fulfilling the requirements of the wellhead protection rule.
   MANDATORY CONSERVATION. Compliance with the city’s imposition of requirements that are designed to reduce certain kinds and types of water use.
   MAYOR. The Mayor of the city, or, in the Mayor’s absence, the acting Mayor.
   PERSON. A person is an individual, firm, partnership, association, corporation, company, or any other organization of any kind.
   PRIVATE FIRE HYDRANT. Those fire hydrants attached to private water mains located on private property, beginning at the city control valve at the public water main as recorded on the plat with the city or the county.
   PRIVATE WATER MAIN. Those water mains located on private property, beginning at a private water source.
   PUBLIC FIRE HYDRANT. Those fire hydrants attached to public water mains.
   PUBLIC WATER MAIN. Those water mains located on private property, beginning at the city control valve at the public water main as recorded on the plat with the city and or the county.
   SERVICE LINE. The service line delivering water from a water main to any residential or non-residential property or properties in accordance with this subchapter.
   TIME OF TRAVEL THRESHOLD (TOT THRESHOLD). A period of one year, which has been determined by the water utility to be the amount of time based upon the hydrogeologic conditions and needs of the community to protect the water system from contamination.
   TREATED WATER. Water treated in a manner that is suitable for human consumption or for another designated use.
   VOLUNTARY CONSERVATION. Compliance with the city’s request to reduce water use.
   WATER CONTRACTORS. Private businesses or companies that are hired to install irrigation systems, perform backflow prevention device testing, install water mains, services, or otherwise work with the potable water system within the city’s water service area.
   WATER MANAGEMENT STRATEGY. A plan adopted by the Board, together with its Water Utility Manager and City Engineer, to reduce the demand upon both untreated water supply and treated water supply.
   WATER RATIONING. Compliance with the city’s imposition of restrictions that will reduce demand for water to a maximum allowable quantity within a finite time interval (e.g., gallons per person per day).
   WATER SERVICE AREA. The city’s water service area is hereby defined and established as those areas within the corporate boundaries of the city, as well as certain areas within four miles outside the city’s boundaries, as shown on the map attached to Ordinance 2016-4 as Exhibit C.
   WATER SYSTEM. The city’s water system for the provision to the public of water for human consumption through pipes and other constructed conveyances, as applicable.
   WATER UTILITY. The city’s municipal water utility.
   WATER UTILITY MANAGER. The Water Utility Manager of the city.
   WELLHEAD. The component at the surface of any well within the city’s water territory that provides water for human consumption.
   WELLHEAD PROTECTION AREA. The surface and subsurface area, delineated by a 200-foot radius, which contributes water to a wellhead and through which contaminants are likely to move through and reach the wellhead within the time of travel threshold.
