(A) The Common Council is hereby authorized to budget and appropriate funds from the General Fund or from other funds to provide membership for the city and the elected officers and appointed officials and members of the public boards, departments, or agencies in local, regional, state, and national associations of a civic, educational, or governmental nature, which have, as its purpose, the betterment and improvement of municipal operations.
(B) The Common Council is further authorized to budget and appropriate funds to pay the expenses of duly authorized representatives to attend the meetings and functions of organizations to which the municipality belongs.
