For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
EMPLOYEES. All employees of the city, including part-time employees, full-time employees, temporary employees, and department heads.
LATE ARRIVAL. Any circumstance in which an employee reports to work after his or her scheduled starting time, whether formally excused or not.
OFFICIALS. All members of commissions, committees, or boards of the city, whether established by state statute, local ordinance, policy, motion, order, resolution, or otherwise.
