721.11 POSTING HANDBILLS; PLACARDS.
   No person shall:
   (a)    Stick or post any handbill or placard of any description upon any public or private building or upon any post, fence, billboard or any other structure or thing which is the property of another, without permission of the occupant or owner of such property.
   (b)    Fasten, place or in any manner, attach any advertising sign, bill or poster of any description upon any pole or standard upon any street or public place within the City.
   (c)    Any advertising sign, bill or poster of any description maintained, fastened, placed, tacked or in any manner attached to any pole or standard upon any street or public place, within the corporate limits of the City is hereby declared to be a nuisance and shall be abated in the following manner: The Safety-Service Director is hereby authorized and directed to remove all signs, bills and posters of any kind or description, attached to such poles or standards upon any street, or public place within the corporate limits of the City.
