The Mayor, upon being satisfied that any licensee has violated any of the provisions of this chapter, or of any ordinance of the City or law of the State of Ohio, concerning or regulating bill- posting or handbill distribution, or has conducted his business in a manner contrary to the provisions of his license, may revoke or suspend such license and the fees paid therefor shall be forfeited.
