If from the data included in the application, the Mayor finds that the facts warrant the granting of a license, the Mayor shall issue a license to the applicant. Such license shall be conditioned upon the compliance by the holder thereof with all the terms, conditions and requirements of the laws of Ohio, the provisions of this chapter and all the ordinances of the City applicable to the subject matter of this chapter.
