721.03 APPLICATION FOR LICENSE.

Any person desiring to engage in the business of bill-posting or handbill distribution shall make application for a license in writing to the Mayor on such form or forms as he may provide and shall include in such application his name, address, and such other pertinent information as the Mayor may require.
