(a) The following streets within the City are declared snow emergency routes upon which no parking shall be permitted when snow accumulates or is anticipated to accumulate to a depth of four inches or more: Jefferson Street, Washington Street and South Street from Seventh Street to McCarthur Way.
(b) The Safety-Service Director is hereby authorized to declare snow emergencies and shall use his best efforts to notify the citizens by use of the media or other means.
(c) In addition to any other penalty imposed herein or by law, any vehicle left parked upon said streets may be towed at the owner’s expense.
