(a) No person shall park upon any public street, alley, road, parkway or highway within the City for a period of longer than two continuous hours any vehicle which is carrying or transporting junk, refuse, garbage or items producing noxious odors.
(b) Persons parking vehicles in violation of this section shall be provided notice of the traffic violation and each period of parking of more than two continuous hours after the initial two hours shall be a separate violation.
