154.02 PURPOSE AND OBJECTIVES; POWERS.
   (a)   The primary purposes and objectives of the Tree Commission shall include the following:
      (1)   The Commission, when requested by Village Council, shall consider, investigate, make findings, report and recommend upon any special matter or question regarding the street or park trees and other public areas.
      (2)   To hold at least one regular meeting per year and special meetings as needed at which the subject of trees, insofar as it relates to the municipality, may be discussed by the members of the Commission, officers, personnel, and Council committees of the municipality and all others interested in the tree program.
      (3)   To disseminate news and information regarding the selection, planting, and maintenance of trees within the corporate limits, whether the same be on private or public property.
      (4)   To establish the recommended species and varieties of trees to be planted in the boulevards.
      (5)   To implement an Arbor Day observance on an annual basis.
      (6)   To establish and maintain, on an annual basis, an inventory of Village street trees.
      (7)   Solicit grants or contributions on behalf of the Village for use in enhancing the Village trees and educating the public with respect thereto.
   (b)   The Commission may use consultants as needed upon approval by Council.
   (c)   The Commission shall choose its own officers, make its own rules and regulations and keep a journal of its proceedings. A majority of the members shall be a quorum for the transaction of business. All plans, findings, advice, reports and recommendations made by the Commission shall be in writing and designate by name those members of the Commission approving or concurring therein, and members who do not so approve or concur therein shall have the right, as part of such report, to state their reasons for refusing to approve or concur.
