154.01 ESTABLISHMENT OF TREE COMMISSION.
   (a)   There is hereby created a commission to be known and designated as the "Tree Commission" composed of five (5) members. One member shall be appointed by the Downtown Design Review Board and the remaining members appointed by the City Manager, subject to the approval of Village Council. One member of Council and the City Manager shall act as advisory members of the Commission. The Chairperson of the Commission shall preside over all meetings of the Commission and act as a parliamentarian. The Vice-Chairperson shall assume duties of the Chairperson in his or her absence.
   (b)   The term of the five persons to be appointed shall be three (3) years, provided that the term for one (1) of the members appointed to the first Commission shall be for one (1) year and one (1) of the members appointed to the first Commission shall be for two (2) years. In the event that a vacancy shall occur during the term of any member, his or her successor shall be appointed for the unexpired portion of said term. Any Commission member who misses three (3) consecutive meetings or more than fifty percent (50%) of the regular meetings on an annual basis shall be removed by the Commission.
   (c)   Members of the Commission shall serve without compensation.
