(a) The Recreation Board is hereby authorized to make designated areas of Felson Park available for mini-bike trail riding.
(b) The Recreation Board may enter into an agreement with the Mini-Bike Trail Riders Club, to provide supervision and control of the areas designated for such use, and the Club may limit use to its members.
(1) The Club will admit members without restriction by race, color, sex or religion, but shall restrict use to persons not having attained their sixteenth birthday and may charge a reasonable membership fee.
(2) The Club shall protect City property and establish rules governing use, and shall not permit riding on the softball field, outfield or spectator areas including the parking lot, and shall be responsible to enforce rules it adopts.
(3) The City will accept no liability for care and maintenance of the facilities, and the Club will provide a waiver of liability to the City signed by the parent or guardian of each rider. Failure to provide such waiver shall be a forfeiture of the right of use.
(c) The Recreation Board shall review the operation of the Mini-Bike Trail Riders Club each year, and may, at the Board's discretion, renew the authority herein from year to year, until repeal of this section.
