All members of the Recreation Board shall serve for terms of five years, except that members first appointed shall be appointed for such terms that the term of one member shall expire annually thereafter. The terms of the members initially appointed by the Board of Education shall be two years and four years respectively. The appointing authority in each case shall designate the term which is to be filled by the appointed.
