(a) A Recreation Board is established to and supervise programs connected
with or pertaining to the playgrounds, parks. playfields, swimming pools and all other recreational facilities and equipment now or under the supervision of the City, or which may come under the ownership or control of the City, and shall be responsible for preparing annual budgets and amendments thereto for the financing such programs, which shall be submitted to the Parks and Recreation Director for approval.

(b) The Community Development Coordinator shall act as Parks and Recreation Director, and shall be responsible for supervising and maintaining playgrounds, parks, playfields, swimming pools and all other recreational facilities and equipment now owned or under the supervision of the City, or which may come under the ownership or control of the City. Further the Parks and Recreation Director shall be responsible for reviewing and approving all budgets submitted by the Recreation Board and shall be responsible for preparing and submitting to the Safety Service Director any and all requests for expenditures of money paid by the City for and on behalf of the Parks.

(c) Together the Recreation Board and the Parks and Recreation Director shall possess all powers and duties provided in Ohio R.C. 755.12 through 755.18.
