141.05 AUXILIARY POLICE FORCE.
   (a)   There is hereby established an auxiliary police force. The City shall furnish sufficient bond, and one uniform with badges for each volunteer after the volunteer completes sixty days of service. Upon the resignation or removal of any volunteer, such uniform and equipment that has been furnished by the City shall be returned to the City.
   (b)   Members of the auxiliary police unit shall be compensated at a rate of one dollar ($1.00) annually.

   (c)   Upon completion for an application, acceptance, and successful background check, each volunteer shall be appointed by the Safety-Service Director, who shall also administer the oath of office. Any applicant who is denied appointment by the Safety-Service Director may appeal such denial to the City Council. After hearing such appeal, City Council may by motion appoint the applicant to the police auxiliary. Each volunteer shall serve until resignation, dismissal by the Safety-Service Director, or removal by motion of Council. Any volunteer who has been dismissed from the auxiliary police force by the Safety-Service Director may appeal such dismissal to the City Council, who may reverse the dismissal and reinstate the volunteer.    (d)   The auxiliary police force shall be under the control and direction of the Chief of Police and such assistants and officers as are duly appointed among the regular police force.
   (e)   Each volunteer shall work a minimum of eight hours per month at such times as directed by the Chief of Police. Any volunteer shall be available to fill in for a regular police officer, as necessary, in case of emergency, vacations, or any other time deemed appropriate by the Chief of Police.
   (f)   Each volunteer shall be of good character at the time of appointment and shall remain in good character and shall have a valid Ohio operator’s license and be not less than twenty-one years of age. Each volunteer, within one year after acceptance, shall attend the Ohio Peace Officers course on Basic Police Training at his own expense.
   (g)   No such member of such volunteer auxiliary police force shall be entitled to any pension fund provided by the State, but shall be included in the coverage and afforded blanket liability insurance for police officers and worker’s compensation.
