A person between the ages of twenty-one and forty-five, inclusive, may be appointed to the Police Department upon satisfactory completion of an examination by the Civil Service Commission, and if he or she has met the physical requirements necessary to perform the duties of a policeman, and has a valid Ohio Driver’s license and is of good character at the time of appointment and remains in good character.
