139.03 PRESCRIBED DUTIES.
   The duties of the Public Service Director are hereby prescribed as follows:
   (a)   Serve as Water and Sewer Superintendent.
   (b)   Manage the day-to-day operations of, oversee and supervise the Water Treatment Plant, Wastewater Treatment Plant, Street Division and Cemetery Division personnel.
   (c)   Make reports concerning operations of said divisions, offices and other agencies that may provide direct services to the City that are under the Public Service Director’s direction and supervision. Evaluates Public Service Department needs and formulates short and long range plans to meet needs in all areas of responsibility, including streets, water, sanitary sewer, storm water drainage, and park maintenance.
   (d)   Prepare and submit annual reports on departmental activities to the City Manager.
   (e)   Manages and supervises department personnel to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and annually evaluates assigned staff; reviews progress and directs changes and improvements as needed; maintains harmony among workers and resolves grievances.
   (f)   Ensure cost-effectiveness of programs and projects.
   (g)   Work with community leaders and city officials to achieve common goals and objectives for the community.
   (h)   Anticipate future needs, organize work operations and establish time tables to meet community needs.
   (i)   Oversee use of City owned property, except as otherwise indicated.
   (j)   Investigate citizen complaints.
   (k)   Solicit bids from contractors and select or recommend appropriate individuals or organizations to perform the work in accordance with Ohio R.C. 735.05.
   (l)   Supervises division Administrators and department support staff, either directly or through subordinates; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures; issues written and oral instructions.
   (m)   Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations.
   (n)   Prepares composite reports from individual reports of subordinates.
   (o)   Prepares and documents budget requests; administers adopted budget in assigned area of responsibility.
   (p)   Plans, organizes, coordinates, supervises and evaluates programs, plans, services, staffing, equipment and infrastructure of the Public Service Department. Coordinates work orders and requests for service, determines work procedures, prepares work schedules, and expedites workflow.
   (q)   Reviews private project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans, in conjunction with the City Manager and reports findings to the City Manager.
   (r)   Oversees the development or update of any and all Infrastructure Improvement and/or Development Plans. Coordinates the preparation of reviews and updates the sanitary sewer, water, storm water, and street system maps, data base, and plans.
   (s)   Reviews engineering plans and specifications, bidding, competency of contractors and vendors, and the selection criteria for public contracts; recommends successful bidders to the City Manager.
   (t)   Oversees project management for the construction of the municipal Public Service projects, including street paving and related projects; oversees assigned projects to ensure contractor compliance with time and budget parameters for the project.
   (u)   Oversees the maintenance of infrastructure and other records.
   (v)   Responds to public or other inquiries relative to department policies and procedures. Evaluates issues and options regarding municipal Public Service and makes recommendations to the City Manager.
   (w)   Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services.
   (x)   Monitors inter-governmental actions affecting Public Service.
   (y)   Performs other tasks and duties as assigned or required.
