The boundaries of the wards shall be as follows:
(a) Ward 1 shall consist of all the territory within the corporation east of the center line of Fifth Street and north of the center line of Jefferson Street.
(b) Ward 2 shall consist of all the territory within the corporation lines west of the center line of Fifth Street and north of the center line of Jefferson Street.
(c) Ward 3 shall consist of all the territory within the corporation lines west of the center line of Fifth Street and south of the center line of Jefferson Street.
(d) Ward 4 shall consist of all the territory within the corporation lines east of the center line of Fifth Street and south of the center line of Jefferson Street.

(e) A board of three electors shall be appointed by Council for the purpose of reviewing ward boundaries according to the population, every census year.
