139.06 BAGGED ICE POLICY.
   (a)   The Village may donate bagged ice to anyone during times of crisis and/or emergency. The total amount of bagged ice donated during times of crisis and/or emergencies, and to whom it will be donated, shall be determined on a case-by-case basis and approved by the City Manager or his/her designee.
   (b)   The Village may sell ice by the bag (10 lbs./bag) to any individual, business or non- profit at the price of $2.00 per bag.
   (c)   Sales shall not exceed 165 bags of ice per 24 hour period; and shall be sold on a first-come/first-served basis.
   (d)   The annual budget for promotional bagged ice production shall not exceed $32,000.00.
   (e)   The Director of Public Services will review quarterly the bagged ice pricing established in this Policy and timely recommend changes, if necessary, to Village Council.
   (f)   Bagged ice sales not covered by this Policy may be made pursuant to sales contracts approved by the Director of Public Services and the City Manager.
   (g)   The location of the machine dispensing bagged ice shall be located within the Village of Greenfield. The Director of Public Service shall determine the exact location of the machine(s). Provided supplies last, bagged ice can be picked up any day of the week, at any time.
   (h)   All proceeds from the sale of bagged ice shall go to the Village of Greenfield Water Department for general use, including operations.
