941.04 MARKERS AND MONUMENTS.
   (a)   No markers or monuments may be erected or placed, or cause to be erected or placed, in the cemetery unless and until the following have occurred:
      (1)   Specifications, plans, and the location have been submitted to, and approved by, the City Manager or his/her designee.
      (2)   The Cemetery Lot Purchase Price has been paid in full. It is the monument company’s responsibility to verify the Cemetery Lot Purchase Price has been paid in full before any work is done to erect or place a marker or monument.
      (3)   All work done under this subsection (a) must be performed only on weekdays (Monday - Friday) between the hours of 8:00 a.m. and 3:30 p.m.
      (4)   The monument company pays to the Village a twenty-five dollar and no cents ($25.00) feet to locate the marker or monument.
      (5)   Whoever violates any provision of this subsection (a) shall be fined, and must pay to the Village within thirty (30) days, one hundred fifty dollars and no cents ($150.00). (Ord. 19-15. Passed 12-2-15.)
   (b)   All memorials or grave markers must be of a permanent nature.
   (c)    On cemetery lots where monuments may be placed, the base must not exceed seven percent (7%) of the family cemetery lot area, nor be more than half the width of the cemetery lot.
   (d)    Not more than one monument shall be placed on each family cemetery lot.
   (e)    All inscriptions, whether raised or sunk, must be at least one-eighth of an inch deep. No temporary coloring matter, such as white lead, bronze paints, etc. can be used to temporarily make the lettering plain.
   (f)    Only one marker shall be placed at any grave, and on family cemetery lots where graves are arranged with a view of placing a family monument, all grave markers must be placed at the end farthest from the monument.
   (g)    To insure permanency, all foundations will be built by the cemetery employees or others authorized by the City Manager or his/her designee at the expense of the cemetery lot owners.
   (h)    The City Manager or his/her designee shall have authority to inspect the setting of any monument or marker, and if improperly done, order the resetting of such monument or marker.
   (i)    After a monument or marker has been placed in the cemetery, it may not be removed without permission of the City Manager or his/her designee.
   (j)    Monuments or markers with porcelain or other photographs inserted are not permitted. Nor is any grotesque, freakish or unusual design, ornamentation or size permitted.
