941.03 PERMANENT DECORATIONS; VASES, URNS AND BENCHES.
   (a)    Permanent urns and benches may be placed in the cemetery by obtaining permission of the City Manager or his/her designee, who shall be consulted as to their location.
   (b)    Hanging baskets shall be suspended from a single hook standard.
   
   (c)    No tripods or pipe frame may be erected.
   (d)    In order to maintain a neat appearance throughout the cemetery, the City Manager or his/her designee may remove the planting from any urn or basket which becomes unsightly through lack of care.
   (e)    When an urn or bench becomes worn out and dilapidated, it will be removed without further notice.
   (f)    Potted plants will be permitted to remain on graves until the blossoms are dead, when they will be promptly removed.
   (g)    Cut flowers may be placed on any grave. All withered and faded cut flowers will be removed when cemetery lots are mowed.
   (h)    Funeral designs and floral pieces will be removed from the graves when they become wilted or unsightly. Persons desiring to retain any must remove them within forty-eight hours after the interment. In no case will employees attempt to locate designs or floral pieces after their removal from a cemetery lot.
   (i)    All floral baskets, designs and wreaths will be removed when they become unsightly, and upon request may be stored at the tool house for a time not to exceed thirty days. If not called for within this time, they will be otherwise disposed of.
   (j)    Potted plants will be removed ten days after Easter, Mother's Day, Father's Day and Memorial Day or when the City Manager or his/her designee shall determine that they are unsightly.
   (k)    For the period of ten days prior to Memorial Day and ten days thereafter, there shall be no restrictions on decorations. Upon the completion of such period unsightly decorations may be removed at the discretion of the City Manager or his/her designee.
   (l)    No more than one urn or bench may be placed on any family cemetery lot. Location of an urn or bench upon a cemetery lot shall be established by the City Manager or his/her designee. As per this section, a family cemetery lot is defined as two (2) graves.
   (m)   All summer decorations will be removed from cemetery lots as soon after September 1 as practicable.
   (n)    Winter decorations, such as wreathes and grave blankets, will be allowed to remain in place during the winter season while the grass is dormant, but will be removed from cemetery lots by cemetery personnel as soon after April 1 as practicable.
   (o)    Cut flowers may be placed on graves or cemetery lots only in receptacles whose top is level with the surface of the ground, and that are not more than eight inches in diameter, or floral baskets, vases or containers made for that purpose. In no case, more than two floral pieces per grave will be permitted. Fruit jars, tin cans, wire anchors and the like are prohibited.
   (p)    Any urn, footstone or bench placed on a cemetery lot that requires removal to allow for the burial of another family member; shall be the responsibility of the family to replace said urn, footstone or bench.
