917.01 PURPOSE AND SCOPE.
   (a)    The purpose of this chapter is:
      (1)    To establish User Charges and Industrial Cost Recovery Charges which will meet the requirements of the U.S. Environmental Protection Agency as published in the Federal Register, August 21, 1973, Volume 38, Number 161; which will generate sufficient revenue to meet all operation, maintenance, and equipment replacement costs; and which will recover from the industrial users of the treatment works the amount of the Federal grant allocable to the treatment of wastes from such users;
      (2)    To establish charges which will generate sufficient revenues to meet all existing debts service requirements;
      (3)    To establish Extra Strength Surcharges for wastewaters exceeding the strength of "Normal Strength" Wastewater, as defined herein, and including an Industrial Waste Surveillance Charge to cover the cost of monitoring all industrial wastewaters discharged to the sanitary sewer system; and
      (4)    To establish Connection Charges for all new users in the service area connecting to the Greenfield sanitary sewer system.
   (b)    Every person, firm or corporation whose premises are served by a connection to the sanitary sewer system, which connection discharges sanitary wastewater, industrial wastewater, cooling water or other liquids, either directly or indirectly, into the sewage works facilities under the jurisdiction of the City, will be charged for the use of such facilities. The sewer service charges shall be applied to each and every premises discharging to the sanitary sewer system, and the charges shall be as specified in this chapter.
