(a) No depression or lowering of the level or grade of such sidewalks shall be recognized or permitted for the purpose of making or constructing a driveway or entrance to private or public property or premises bounding or abutting on such street from the roadway thereof.
(b) All sidewalks shall correspond with the line and grade of the street or alley, and shall be laid upon an incline slope from the curbstone or outer edge of the sidewalks at a rate not exceeding one-fourth (1/4) of an inch to the foot, and shall be paved in accordance with the general plan and specifications for sidewalks, and to the satisfaction of the Public Service Director, unless special plans and specifications are ordered by resolution of Council and notice thereof is served upon the owner.
