In any case where a real and actual emergency exists, making it necessary for an excavation to be made within the Municipal limits such excavation may be made immediately; provided that the deposit set forth in Section 901.04 shall be in the hands of the City Manager or his designee within seventy-two hours, Saturdays, Sundays and legal holidays excepted.
