The purpose of this chapter is to promote the public safety, health and welfare of the citizens of the county in dealing with solid waste in the county. It is the intent of this chapter not to conflict or contradict any ordinance or rules and regulations of the North Carolina Department of Environment, Health and Natural Resources or the Greene County Board of Health. In the event of a conflict, state laws and rules shall govern.
