§ 35.09  APPEALS.
   The provisions of this chapter shall be held to be minimum requirements adopted for the promotion of the public health, safety, and general welfare. Wherever the requirements of this chapter vary from the requirements any other adopted county, state, or federal regulations, the most restrictive or that imposing the highest standard shall govern.
