Manufactured home parks existing at the time of adoption of this chapter are not allowed to expand or increase unless such expansion meets the requirements set forth in this chapter, as amended from time to time. When an existing manufactured home park contains five or more manufactured homes and an expansion is planned, the expansion alone is governed by this chapter.
