Prior to issuing the operating permit, the enforcement officer shall make an on-site inspection in order to detect any discrepancies between the actual improvements and the manufactured home park plan. The enforcement officer may request assistance in making the on-site inspection from the county Health Department, District Highway Engineer, Building Inspector, or other professional, when he or she cannot make a clear determination of compliance based on the certificate of completion and his or her own examination.
