Upon approval of the Park Plan by the Planning Board or by the full Board of Commissioners, the enforcement officer shall issue to the developer a construction permit, allowing the developer to make those improvements shown on the approved Park Plan. The construction permit shall expire one year from its date of issue unless it is extended as set out in § 152.040.
