This chapter may be amended from time to time by the Board of County Commissioners as specified in this section, but no amendment will become effective unless it has been proposed by or submitted to the Planning Board for review and recommendation. The Planning Board has 45 days in which to submit its report. If the Planning Board fails to submit a report within the specified time, the Planning Board is deemed to have approved the amendment. A public hearing is then to be held by the Board of County Commissioners before the adoption of any proposed amendment to this chapter. A notice of such public hearing is to be given once a week for two consecutive calendar weeks in a newspaper of general circulation in the county. Such notice is to be published for the first time not less than ten continuous days nor more than 25 days prior to the date established for such public hearing.
