All subdivisions and streets therein shall be sufficiently illuminated to ensure the security of property and the safety of persons using the streets. The distance between streetlights shall not exceed 400 feet as measured along street rights-of-way. If other provisions cannot be made for the payment of the streetlights, a homeowners’ association shall be established to operate the streetlights.
