The purpose of this chapter is to support and guide the proper subdivision of land within the jurisdiction of the county in order to promote the public health, safety and general welfare of the citizens. This chapter is designed to promote the orderly development of the county, the coordination of streets and highways within proposed subdivisions with existing or planned streets and highways with other public facilities, the dedication or reservation of right-of-way or easements for street and utility purposes, and the distribution of population and traffic, in a manner that will avoid congestion and overcrowding and which will create conditions essential to public health, safety, and general welfare. This chapter is designed to facilitate adequate
provision of water, sewage, parks, schools, and playgrounds, and to facilitate the further resubdivision of large tracts into smaller parcels of land.
