§ 33.04  PURCHASING.
   (A)   Definitions. For purposes of this section the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      SERVICES. The furnishing of labor, time, or effort by a person, not involving the delivery of specific supplies other than printed documents or other items that are merely incidental to the required performance.
      SUPPLIES. Any property and includes equipment, goods and materials. The term does not include an interest in real property.
   (B)   Revocation of prior ordinances. This section is hereby adopted in the place and stead of all previous ordinances governing the purchasing policy of Greene County, Indiana.
   (C)   Designation of Purchasing Agent. The Board of Commissioners hereby determines that it is the Purchasing Agent for Greene County, Indiana, for all purchases.
   (D)   Appointment of additional purchasing agents. For purchases of supplies or services having a value of $1,500 or less ("qualified purchases"), the following persons are hereby designated as a purchasing agent for qualified purchases for the specific offices such persons serve:
      (1)   All elected officials for the offices for which they were elected;
      (2)   The following supervisors for the offices they serve: the Highway Superintendent, the Building Superintendent, the Emergency Medical Services Director, the Emergency Management Director, and Health Department Nurse.
   (E)   Rules for purchases. All purchases made by the county shall follow the rules set forth in this division.
      (1)   Elected officials and supervisors authorized to make qualified purchases shall solicit a minimum of two quotes in writing from vendors known to deal in such supplies or services.
      (2)   The Board of Commissioners may utilize any method for purchasing supplies and services which is consistent with the provisions of I.C. 5-22.
      (3)   With respect to supplies, pursuant to I.C. 5-22-15-21, the Purchasing Agent shall purchase supplies manufactured in the United States unless the Purchasing Agent determines that:
         (a)   The supplies are not manufactured in the United States in reasonable available quantities;
         (b)   The price of supplies manufactured in the United States exceeds by an unreasonable amount the price of available and comparable supplies manufactured outside the United States;
         (c)   The quality of supplies is substantially less than the quality of comparably priced available supplies manufactured outside the United States; or
         (d)   The purchase of supplies manufactured in the United States is not in the public interest.
