§ 32.13  INTERNAL SERVICE FUEL FUND.
   (A)   Establishment of the Internal Service Fuel Fund. The Board of Commissioners hereby establishes a fund that shall be known as the "Internal Service Fuel Fund" ("the Fund").
   (B)   Expenditures. No monies deposited into the Fund shall be expended except for the payment of fuel purchases.
   (C)   Deposits. As soon as is practicable after approval of appropriation by the Greene County Council, the Greene County Auditor is authorized and directed to deposit into the Fund an initial sum of $ 10,000.00 from any appropriate monies the County has available for general fuel purchases.
   (D)   Designation of Purchasing Agent. The Highway Department is hereby designated as the Purchasing Agent for the purchase of fuel as may be requested by other county departments and agencies. This provision shall not restrict the ability of any county department or agency from making fuel purchases as such department or agency may deem necessary or proper. In addition, this fund shall apply to fuel purchases made for the use of other non-county governmental entities pursuant to contracts that may be entered into by the county and such entities.
   (E)   Record keeping. The Highway Department shall maintain records of the cost per gallon of fuel purchased and the quantities of fuel that each county department or agency that acquires from the Highway Department. The Highway Department shall bill monthly each department or agency that acquires fuel at the cost paid by the Highway Department.
   (F)   Reimbursements. Every county department or agency that obtains fuel from the Greene County Highway Department shall reimburse the Fund for the cost of the fuel acquired from the Highway Department.
   (G)   Appropriations. Expenditures from the Fund shall be subject to such appropriation by the Greene County Council as may be required by law.
