§ 32.02  EMS BILLING SERVICES FUND.
   (A)   Establishment. The Board of Commissioners hereby establishes fund that shall be known as the “EMS Billing Services Fund” (“the EMS Billing Fund”).
   (B)   Deposits. The County Auditor is authorized and directed to continue to deposit into the EMS Billing Fund each month, from revenues derived from the provision of emergency medical sendees by the Emergency Medical Service (“EMS”), sums as may be reasonably required for the payment of billing services.
   (C)   Regular expenditures. Except as otherwise provided, no moneys deposited into the EMS Billing Fund shall be expended except for the payment of billing services.
   (D)   Additional expenditures. In the event the EMS determines that the EMS Billing Fund has accumulated moneys in excess of those needed for the purposes set forth in division (C) above, the EMS Director may, with the approval of the Board of Commissioners, transfer funds from the EMS Fund into the Ambulance Fund for uses related to the general operation of the EMS.
   (E)   Appropriations. Expenditures from the EMS Fund for payment of billing services shall not be subject to appropriation by the County Council. All other expenditures from the fund shall be subject to appropriation by the County Council.
   (F)   Effective date. This section shall be effective upon its passage.
