In time of normal county operation, the Board of Commissioners shall have the following powers and duties consistent with the Comprehensive Emergency Management Plan: maintain general supervision over the planning and administration for the Department; adopt a Comprehensive Emergency Management Plan; coordinate emergency management activities; make assignments of county personnel to emergency management activities; make assignments of county personnel to emergency management duties in order to meet situations not covered in the normal duties and power of such agencies; take all necessary action in coordination with the Department to conduct tests of the Comprehensive Emergency Management Plan; and educate its members as to their responsibilities under the Comprehensive Emergency Management Plan.
